At the level of urban planning, the city of Pilsen responded to the changes after the political upheaval of 1989 by demanding a new master plan. The plan was prepared by the city's contributory organisation - the Concept and Development Unit of the City of Pilsen. Work on the plan began in 1991, was approved four years later and remained in force until 2016, when it was replaced by the newly approved Plzeň Zoning Plan.
